The inside of the piece moves, moving the pieces one by one. At first glance the pieces appear to be identical, but they are different and difficult to move freely. They block the path of the other pieces. The theme is "Tour".

I mostly agree with what Zach wrote, although I would add that a little thought while solving it will help speed the process. I rated it a little higher because it is something new and different. I would rate the difficulty lower by one.
This is the kind that you just fiddle around with until it falls apart. But I don't think most people will ever have an intuition for how to solve it quickly. Move stuff around, move it around some more, keep moving, oops been here before, move some more, 30m-1h later you'll solve it. So I'm giving it 3 stars because there's not some kind of aha! moment, hidden secret, or clever observation required to it. Just patience.
